About Russian National Committee on Non-Ionizing Radiation
Protection
Russian
National Committee on non-ionizing radiation protection (RNCNIRP) was
established in 1998. Members of RNCNIRP are scientists and specialists in
the field of human and environmental protection from non-ionizing
radiation.
The main
Committee objectives are:
–
participation in forming of law, social and economic systems of
organizing measures directed on ensuring of non-ionizing radiation
protection and population health of Russian Federation.
–
development of main directions and methods of complex regulation of
scientific and technical problems in the field of non-ionizing radiation
protection
–
scientific and methodological regulation of concept developments,
normative acts aimed to control and improve environmental situation in
Russia.
–
development of recommendations for the inculcation of scientific
and technical achievements in practice in case of emergency non- ionizing
radiation exposure.
–
expert assessment and participation in the development of standards
and guidance for population protection from non-ionizing radiation.
RNCNIRP works
in co-ordination with Russian Ministry of Public Health, WHO International
EMF project and International Commission on Non-Ionising Radiation
Protection.
RNCNIRP hold
meetings 4 times a year.

Announcement
of RNCNIRP competition for student and post-graduate research
works
Open RNCNIRP meeting “Public health and mobile communication” be
held at February 26, 2004.
At
February 26, in Moscow the joint meeting of scientists,
representative of government and mobile communication industry was hold.
Participants discussed
the current situation of this problem in Russia: EMF standards for mobile
communication, EMF dosimetry and methodological problems, social and
economic problems and health protection from EMF.
Reports:
-
There are gaps in scientific
knowledge regarding biological effects of EMF from mobile
communication on human health.
-
It is necessary to involve the
precautionary principle in regulating of EMF problem, because of the
indefinite EMF risk from mobile communication and insufficiency of
scientific data.
-
The precautionary policy
should be particularly focused on the educational work with population
about risk connected with mobile phones use.
-
It is necessary to develop and
realize the scientifically based Russian National research program for
population and environment protection from EMF exposure of mobile
communication.
-
To organize the Working group
(till March 26, 2004) for the development and substantiation of
Russian National research program.
-
Working group should include
the representatives of mobile communication companies.
-
To conduct the presentation and discussion of the
Russian National research program during the International conference
“Mobile communication and Health: medical, biological and social
problems” (September 20-23, 2004. Moscow, Russia).

"World society against globalization of crime and
terrorism"
RNCNIRP
members Grigoriev Yu., Grigoriev O., Stepanov V., Chekmarev O. have prepared the
report “Electromagnetic bioterrorism: analysis of possible threat” for the international conference “World
society against globalization of crime and terrorism". Full report be
available (in Russian) after Jan. 23, 2004 on your request.
Experiment of
effects of wideband low frequency EMF on development of chicken
embryos.
Group
of Russian researches leaded by professor Yuri Grigoriev research effects
of wideband low frequency EMF, including power frequency (50 Hz) on the
development of chicken embryos. In experiment used specially designed
non-metal incubators, which allow the exposure to different EMF frequency
range, including RF.
This testing method of EMF
bioeffects on development of chicken embryos was approved and adopted by interministerial
expert commission leaded by
academican of Russian Academy of Sciences Dr. Ushakov Igor.

Germany, Italy, China, Poland, the USA, Turkey, the Ukraine,
Finland, France, Switzerland, Sweden) participated in the
conference.
More than
140 reports were presented at the sessions. The results of the 3rd
conference were published in the proceeding
